For CUPE Local 389, the negotiation is 100% local. All matters are negotiated by local parties and are subject to ratification by local members and the North Vancouver Board of Education Board. There are two provincial parties that must also ratify the agreement – the BC Public School Employers` Association (BCPSEA), which represents the province`s 60 public education authorities, and CUPE BC. The following pay scales reflect the salary increases of the six-year collective agreement (from 1 July 2013 to 30 June 2019) between bctf and BCPSEA (including the Economic Stability Dividend (ESD)) which were as follows: 1 September 2014 – 2.0%; January 1, 2015 – 1.25%; May 1, 2016 – BD – 0.45%; July 1, 2016 – 1.00%; May 1, 2017 – BD – 0.35%; July 1, 2017 – 0.50%; 1 May 2018 – ESD 0.40% + 1.00%; July 1, 2018 – 0.50%; 1 May 2019 – ESD – 0.75% + 1.00%. Local negotiations with the two unions have not yet begun, but they are expected to start in the next three months. Both collective agreements will expire on June 30, 2019, but all the terms within the agreements will remain in effect beyond that date, until something else is negotiated. Legal actions can only be brought after the current contract expiry date of June 30, 2019, and until the bargaining units vote on employment measures. We hope that new collective agreements without labour disputes will be successfully negotiated. The North Vancouver Board of Education looks forward to working and respecting our two partner unions for the successful renewal of our two collective agreements. These agreements are with the Canadian Union of Public Employees (CUPE) Local 389 or the North Vancouver Teachers` Association (NVTA). Collective agreements are not intended as all-inclusive documents. On the contrary, they outline the terms and conditions of employment agreed upon by the parties.
